Campus Strictness: The administration and the advisers know what's going on; many of them are cool about it as long as you're safe. Vigilance is increased during Spring Fling because that's when the entire school goes crazy, and I have heard stories of parties getting busted, but students usually do not get in trouble.
Campus Housing: As a freshman, everyone wants to live in one of the three dorms in the Quad. The Quad is really pretty and does have a lot of things to do, but if you don't live there freshman year, it's no big deal. I would personally recommend Hill, because it tends to be a bit friendlier.
Overall Experience: I love Penn. It really is great all around and is what you make of it. There is definitely something for everyone—athletics, Greek life, academics, etc.
