Many of Taiwan's top chip-design houses were spun off from the Hsinchu-based company, which is No. 2 in the foundry industry. Taiwan's government recently fined Tsao $90,000 for failing to disclose UMC's alliance with a mainland foundry. Tsao denies any wrongdoing.
