Casino owners are betting on black—or maybe it's green. Some $25 billion to $30 billion could be spent on new casinos and attendant stores, hotels, and residences by 2011. And don't expect all the money to go into Las Vegas or Atlantic City: New markets are opening up—Pennsylvania alone may soon award 14 casino licenses—and other areas, such as Biloxi, are going upmarket.
