Initial public offerings—the term conjures up images of small startup companies raising a few million bucks to take their business to the next level. But there’s a different type of IPO in the news these days. On Oct. 27, shares in the Industrial & Commercial Bank of China begin trading for the first time after the bank raised a record-breaking $19 billion in its initial public offering. It’s an example of the massive, government-owned companies that have been going public in recent years, particularly in China. The ICBC offering follows the Bank of China’s $11.2 billion offering in May and Rosneft’s $10.7 billion in July.
