With its sizzling economic growth, efficient government, trade surplus, and supportive business legislation, it's no wonder Singapore has returned to the No. 2 slot it last held in 2004. The tiny city-state manages low inflation and unemployment with growing inward and outward investment flows. Drawbacks? Low female labor participation, weak public spending on health and education, and worrisome youth unemployment.
