Like last year, Munich ranked fourth for availability of qualified staff and fifth for internal transportation, but sits at No. 30 for cost of staff, between Copenhagen and Oslo. Still, high marks on access to markets (No. 7), external transportation (No. 6), and telecommunications (No. 5, up from No. 7 in 2006) keep Munich in the top 10.
