No. 8: Berlin

Berlin grabbed top marks away from London this year for availability of office space, and ranks fourth, up from eighth, on value for money. The city also finished at No. 3 for internal transportation, No. 4 for telecommunications, and No. 5 for availability of qualified staff. Six percent of respondents rated Berlin first for residential accommodations for expats, on par with Paris and just behind Barcelona and Madrid.
