Lloyds TSB may benefit more than most from Britain's banking crisis. On Sept. 17, it agreed to buy Halifax Bank of Scotland, another British bank, for $18 billion deal. To enable to deal's passage, the government changed competition rules. The giant deal will give the combined bank one-third of the Britain's mortgage market.
