Glover has an unconventional suggestion: Give banks access to the Federal Reserve's discount window based on the increase in their lending to small business. Glover says he proposed this during the Clinton Administration, but it went nowhere. "The historical pattern of Wall Street and large banks is to focus on limited types of lending," Glover says. "Unless the federal government incentivizes those lenders, small business will be forgotten."
