Since Somalia's central government dissolved in disarray in 1991, the country has been in an increasing state of chaos. This year that trouble took to the seas, where pirates have grown ever more brazen in the face of absolutely no regulation. In November, pirates hijacked a supertanker carrying $100 million worth of crude oil.
