One of China’s richest businessmen in the late 1990s and early this decade, property tycoon Zhou Zhengyi in 2004 was sentenced to 30 months in jail for manipulating shares in his company, Nongkai Development. He was arrested again in 2006 and sentenced in 2008 to 16 years in prison for his involvement in a property scandal involving misappropriation of millions of dollars from Shanghai’s social security fund.
