Business as usual: Political representatives tend to give citizens little real insight into the day-to-day workings of government. Details about new legislation and other processes are usually hidden behind closed doors and a bulwark of bureaucracy.

Business like Google: Jarvis urges government to use the power of the Internet to open up. Post all proposed legislation online so that people can read and commentbefore it gets approved. Perhaps a good model exists in Britain, where citizens can propose ideas for government on a site called E-Petitions, set up by the Prime Minister's office in 2006.
