City of Kingsport, Tenn.
Kingsport has long had a slumping economy. To help train its labor force for a variety of promising jobs that require greater skills, such as those in health care, this program was created. Since 2000, the number of Kingsport's residents with bachelor's degrees has increased 2.1%, after the program offered scholarships and built regional training schools. These include the two-year-old Regional Center for Health Professions, and the forthcoming Higher Education Center.
