The Wheeling area, which is in the northern tip of West Virginia and includes parts of Ohio, will experience the biggest peak-to-trough drop in the state, 7.3 percent, as well as the quickest recovery over the next four years. Wheeling’s unemployment rate was 9.6 percent in June.
