South Korea began a national family planning campaign to reduce unwanted births in 1962 as a way to promote economic growth and modernization, according to the Population Reference Bureau. As a result, the fertility rate dropped to 4.5 by 1970; by 1984 it was down to 1.74. While work opportunities draw immigrants to South Korea, its fertility rate is one of the world's lowest.
